This is our twelfth annual survey of all local authority websites (plus others belonging to Socitm Insight subscribers in the public sector). In total, 479 websites have been examined. A team of reviewers carried out a structured survey with 120 questions for local authority websites, followed by five shorter surveys on specific topics. This research has been supplemented by seven other separate surveys, using our partner organisations. The structure of this report follows the criteria for high-quality local authority
websites that develop the ideas that websites should be 'useful, usable and used' (Version 3 of that framework published in September 2009).

Executive summary

In last year's report and in the 12 months since, we have been observing
that not everything in the garden is rosy. Visit failures are increasing, and
visitor satisfaction is dropping. Yet, when we think of what councils face in
the next few years, some action must be taken.

For some it will require hard pruning; for others it might mean digging up the garden. The point is that sites are slowly getting more complicated to
navigate around as they are allowed to grow out of control. We proposed last year a stronger governance framework for the website to encourage it to focus on the right priorities. Now we need to start on the pruning, or perhaps take more drastic action.

This annual snapshot into the state of council websites is, as always an
opportunity to take stock for everyone involved, practitioners, managers and
policymakers alike.
