John Callan, Head of ICT at Liverpool City Council, has become a member of the CIO Council, joining the small group of local authority CIOs on the Council.

Other Socitm members on the CIO Council include Socitm President Jos Creese and Vice President Glyn Evans. John is also a member of the Local CIO Council, set up by Socitm in April 2008 at the invitation of Government CIO John Suffolk.

John - who is also on the council's leadership team since he started in 2009 - works closely with ICT partner British Telecom (BT) via the joint venture partnership Liverpool Direct Limited (LDL), on governance and the ongoing shaping and delivery of the council's IT strategy.

His move to LCC followed more than 25 years in IT leadership and delivery with the Bank of Scotland Group (BOS) and more recently, HBOS plc. A business studies graduate of Liverpool John Moore's University, John joined BOS in 1983, and was appointed the overall CIO for BOS in 1999.

Following the merger with the Halifax that created HBOS in 2001, John held a number of senior IT roles concerned with the BOS/Halifax integration and consolidation of assets and services. He established central shared services for infrastructure, application development and maintenance, managed offshore developments and was ultimately responsible for HBOS IT Strategy and Governance.

John believes his work on the CIO and LCIO Councils will bring an extra dimension to his day job of continuing the transformation of ICT at Liverpool City Council through its successful joint venture partnership with Liverpool Direct Ltd.
