Planting the Flag: pocket guide 3 - organisational change, the third of Socitm's six planned guides to the strategic capabilities required for public service reform, has been published.
The key message in the guide is that technology, coupled with the potential to exploit information, means that ICT enables most organisational change. On this basis, the CIO or head of the ICT function should play an important role in helping public services organisations to lead and manage major organisational change.
This new guide has links with Pocket Guide 1 - leadership, including the message that making major change happen in an organisation is more of a leadership than a management job. The guide also brings together two of the three core principles - 'innovate' and 'redesign' - that are outlined in Planting the Flag.
Technology offers the opportunity to reconstruct service delivery processes in more economic, efficient and effective forms. Establishing the professional credentials of the head of the ICT function is a critical step in delivering ICT-enabled change. Without this input, the scope and opportunity for success are at best limited.
The pocket guide aims to equip ICT managers with an understanding of current thinking in managing change, and provides a checklist of key actions they must take.
