A strong and unified vision of how local public service reform can be enabled by technology is essential. Only in this way can technology really be harnessed to drive efficient and more responsive services at a local level across agencies, councils, health services, police, fire and the third sector. That is the purpose of 'Planting a Flag'
'Planting the Flag' is unique in this respect - with widespread support and contribution in its development from across public and private sectors, it acts as a counter-balance to previous strategies that are more focussed on central government departments. It is a prescription for improvement without being prescriptive about the means. It offers a vision for practical action, but one which recognises the importance and the diversity of local public services.
Planting the Flag is published in a summary version for chief executives, elected members, and senior management teams in local public services, with a more detailed version is available for CIOs/Heads of ICT, ICT specialists, and the private sector.
