As Chief Officer (ICT) of Leeds City Council, Dylan leads a team of 302 business and ICT professionals involved in a range of transformational programmes at a national, regional and city level. The Leeds ICT Service is recognised through awards and independent benchmarking as an exemplar for modern organisational design, efficient and low cost delivery through a mutli-sourcing and a people centric approach.
Dylan contributes on a national and regional level via groups such as the Local CIO Council, the Yorkshire & Humber Regional Improvement and Efficiency Partnership and Socitm Yorkshire & Humber. As part of this he is currently playing a lead role in influencing the direction and delivery of the PSN and G Cloud programmes on behalf of Local Public Services.
He is MBA qualified and has over twenty years of experience in public sector ICT, 11 at head of profession.
