This document sets out version 11 of the Socitm KPIs, created by Socitm’s Performance Management Group to help organisations improve performance in the management of ICT.
Socitm first developed the KPIs in 1999 as part of its broader commitment to excellence in public services through the use of technology. Subject to regular practitioner review since that time, the Socitm KPIs are now widely recognised as a robust tool for measuring the efficiency and effectiveness of the ICT function. The KPIs facilitate comparison between organisations, providing a management tool to aid continuous improvement programmes. Specifically, organisations are using them to:
- measure and assess the organisation's ICT performance
- track performance year on year
- benchmark performance against that of other, similar organisations
- prepare for Best Value and service improvement reviews (local authorities, police services and other public bodies)
- set improvement targets
- specify performance targets for outside contractors
Socitm Insight and Socitm Consulting provide a series of Benchmarking Services using the KPIs and assisting organisations to compare performance and develop improvement strategies to maximise the contribution of ICT.
Socitm also runs a KPIs database that holds a subset of the Socitm data and allows subscribers to model the information and make comparison with other organisations. This database is used for example by the Best Value Inspectorate to compare authorities when they are subject to an inspection.
