Andrew Moulton,Corporate Head of IT at Wokingham DC and David Lewis, Account Director at Digica describe how the relationship between the two organisations began as an outsourcing arrangement and has since developed into a partnership that is key to the Council's transformation programme. In doing so, the relationship has travelled in the exact opposite direction as many public/private arrangements that begin as partnerships and end up as outsourcing contracts.
